In recent developments, Puducherry has witnessed a notable surge in the conversion of agricultural land for industrial, commercial, and residential purposes. This shift comes on the heels of a simplified amendment to the Town and Country Planning Act, which has streamlined the process of land conversion, making it more accessible for property development.

Understanding the Scope of Conversion

Approximately 1.84 lakh square metres of agricultural land have been converted recently, with specific allocations for industrial and commercial purposes totaling 64,928.74 square metres. Residential and mixed-use developments make up the remainder, marking a significant transition in land use across the region.

The Puducherry Planning Authority (PPA) reported that 77 land parcels have been approved for conversion, with 52 parcels already notified under the Puducherry Planning Area. The remaining 25 parcels are set for conversion pending fee payments by landowners. These parcels are primarily located in rural communes like Villianur, Bahour, Ariyankuppam, and Nettapakkam, with additional developments in urban municipalities such as Puducherry and Oulgaret.

Challenges in Agricultural Sector

The conversion trend reflects broader challenges within the agricultural sector in Puducherry. Farmers like V Chandrasekar from Bahour note that agriculture often yields low profits due to issues like labor scarcity, low crop yields, and unpredictable weather patterns. Closure of Puducherry Agro Service and Industries Corporation (PASIC) has further compounded difficulties in accessing subsidized agricultural inputs, while delays in government benefits add to the financial strain.

Impact of Real Estate Demand

Conversely, the real estate market in Puducherry is experiencing a robust boom, offering landowners lucrative returns on their properties. The high demand for real estate has incentivized many agricultural landowners to opt for land conversion, seeking better financial returns on their holdings.

Looking Ahead

As Puducherry navigates this dual landscape of agricultural challenges and real estate opportunities, stakeholders are keenly observing how these conversions will impact rural livelihoods and urban development. Balancing economic growth with sustainable land use practices will be crucial in ensuring equitable development across the region.

Conclusion

The surge in agricultural land conversion underscores the evolving dynamics between agriculture and urbanization in Puducherry. While it reflects economic aspirations and opportunities in the real estate sector, it also calls for careful consideration of environmental and socio-economic impacts. As the region progresses, finding a harmonious balance between agricultural sustainability and urban development will be pivotal in shaping its future.
